A Swiss without a red passport. Klee’s death came sooner than his naturalisation

Klee’s failed naturalisation as a Swiss citizen is a sad chapter for Bern. Paul and Lily Klee had initially applied for a permanent residency permit in 1933; it was delayed for so long by concerns on the part of the administration that it was only definitively issued in 1936. A condition of the permit was that the Klees would not be allowed to submit an application for naturalisation for another two years. When the Klees finally did so in April 1939, the earliest possible date, through their lawyer Fritz Trüssel, there were further delays. The application should finally have been processed at the City Council meeting of 5 July 1940; by then the relevant authorities had recommended that it be granted. The decision was to come too late: Klee’s death on 29 June 1940 came sooner.
